This may or may not help. I spent several hours puzzling over why a 68KB setup I had copied to my laptop which worked perfectly on my desktop machine refused to display anything other than a blank white screen on my laptop. Again, I'd gone through the trouble-shooting and config files and mused whether this was a windows 7 issue (Yep - that's right poor Microsoft always first in the line of fire!) or WAMP server oddity.
Anyhow - I was left kicking myself as a dullard when I checked the HTML source code behind a successful home page on my desktop. There are a couple of javascript items that are called from the internet when the page loads. Now - and you know one day I'll look back and laugh at this - I was using my laptop in standalone mode with no web connection. Naturally, if the page load could not find those scripts then it will not progress too far. As jquery is a page loading event handler, I believe, if it is not loaded then its unlikely the page will get very far.
If your machine was not connected to the internet or your network connection was lost then that might explain the white page. It explained it for me.
You can get round this by downloading the jquery and other scripts to the uploads/js folder so that you have a local copy for development purposes. You'll need to amend the sourcepath in the homepage template to repoint to the local js files.
Just a pointer in case anyone else installing 68KB for the first time runs into this apparent deadend.
I guess it only remains for you all to ask, "What the heck is this guy doing developing a web application in a standalone environment!!" Er, well my mummy told me that the interweb was full of bad people wanting my bank details.... !!!
